Tomorrow, Carmen Lau takes the stage at the Oslo Freedom Forum.

The Hong Kong activist and former elected district councillor will join us in Oslo, Norway, bringing a powerful voice for democracy and human rights.

Since fleeing the Chinese Communist Party's political repression in 2021, Carmen has continued her advocacy from exile despite arrest warrants, family intimidation, and the ongoing threat of transnational repression.

Today, she works with organizations including the World Liberty Congress to strengthen the global pro-democracy movement. Join us in Oslo to hear Carmen Lau’s story and conversations on the future of freedom.

The Human Rights Foundation is pleased to announce the recipients of the 2026 Václav Havel International Prize for Creative Dissent: Chinese contemporary artist and prisoner of conscience Gao Zhen, and Burmese dissident artist and curator Sai ██.

This year’s laureates will be recognized during a ceremony at the 2026 Oslo Freedom Forum in Oslo, Norway. The prize will be presented to the recipients by Richard Gere, an acclaimed actor, humanitarian, and philanthropist who serves as the chair of the International Campaign for Tibet and founder of the Gere Foundation.

Is it ethical to cooperate with Chinese state institutions to secure incremental change?

As democratic governments, universities, companies, and civil society organizations grapple with how to engage China, a central ethical question persists: should cooperation with Chinese state institutions, which tightly control everything from education to commerce, be pursued as a pathway to incremental change, or does such engagement ultimately legitimize repression and undermine fundamental freedoms? This debate, hosted in partnership with Open To Debate, brings together leading voices to examine the moral and strategic tradeoffs of engagement versus principled distance. Can working within constrained systems create meaningful progress, or are some compromises too costly to justify?

The debate features Isaac Stone Fish, the CEO and founder of Strategy Risks, a business intelligence firm which quantifies corporate exposure to China and helps companies and entities manage and reduce their China risk, and Joanna Chiu, managing partner at Nüora Global Advisors, where she helps companies navigate shifting technology, media, and geopolitical landscapes while doing business in Asia.
