Mark O'Connor, Executive Director and Jack Costello, Associate Director of The Families Behind the Badge Children's Foundation had asked South Jersey FOP Vice President Dean Fillari to make a "Thin Blue Line Flag" in honor of Philadelphia Police Department Highway Patrolman Andy Chan, who succumbed to his injuries on December 2, 2025, from an on-duty crash 6 years prior. On February 2, 2026, South Jersey FOP Lodge 56 Vice President Dean Fillari, Camden Superior Officers FOP Lodge 144 Trustee Ron Moreno, along with Executive Director Mark O'Connor and Associate Director Jack Costello, presented the flag to Teng Chan, the wife of Philadelphia Police Department Highway Patrolman Andy Chan.
