Stiner Memorial Pavilion was designed by sculptor, Seppo Aarnos and paid for with $400,000 from the city, $81,000 from the Waukegan Park District and a $400,000 state grant secured by state Sen. Terry Link (D-Vernon Hills). In 2001 the pavilion was dedicated to the memory of Bernard H. Stiner, who directed the Waukegan Municipal Band from 1979 until shortly before his death in 1999.
