find common ground. From humble beginnings as a parking lot block party and despite many road blocks, Tokyo, OK has grown each year. The Seventeenth Annual Tokyo, OK will be held on July 11th-13th, 2025. Tokyo, OK hosts over 300 hours of programming for Anime, Gaming (Console, Video and Tabletop), Japanese and Oklahoma Culture, Art, Writing, Music, Shopping (with vendors, artists and exhibitors from all of the country) and much more! Tokyo, OK, TOK, and all content is managed by the Oklahoma Society for Culture Appreciation.

It's time to welcome our final member of the judges panel, welcome to Tokyo, OK for the first time: Skim Cosplay!

"Hi everyone! I’m Emma—though most people in the cosplay community know me as Skim Cosplay—and I’m so excited to be one of your cosplay judges this year! I’ve been cosplaying for over a decade, diving headfirst into creative builds, fun prop projects, and any excuse to bring my favorite anime and gaming characters to life. Cosplay has been my happy place for years, and I absolutely love meeting fellow fans who share the same passion, chaos and joy of transforming into the characters we adore.

I’m also an eye doctor, which gives me a unique perspective when it comes to cosplay contact lens safety and healthy cosplay practices. I’m dedicated to helping cosplayers look incredible while protecting their vision and long-term eye health. My goal is to support a community where creativity thrives safely, so you can enjoy every moment of bringing your characters to life. I can’t wait to cheer you on and help make this event an exciting, encouraging, and safe experience for everyone!

Outside of the world of eyecare, I’m also part of Cultured Chaos, a Native American cosplay group that specializes in hosting panels at conventions across the country. Our mission is to bring inclusiveness, representation, and a whole lot of fun to the cosplay community through engaging, creative programming. As a group, Cultured Chaos has won Best in Show at Galaxycon OKC 2025 and Best Group at SpaCon 2025. Being part of Cultured Chaos has allowed me to connect with fellow fans, share knowledge, and celebrate the incredible diversity within our community — and I’m thrilled to bring that same energy and passion to this event!"

Please put your hands together for a beloved member of our community making their way back, a phenomenal talent who is our friend and yours, Wendy Powell!!!!

"Wendy Powell absolutely loves what she does, performing in all forms of media: film, television, radio, narration, and video games. But where her character-creating skills truly come to life is in anime! Mirroring the shapeshifting abilities of her iconic Fullmetal Alchemist role Envy, she changes her voice into anything and everything imaginable, including quirky robots, mysterious omnipotent aliens, little old fox ladies, wispy exorcists, and everyday human beings.

Wendy attended Texas Christian University, majoring in Theater. She’s also an alumna of the Disney College Program, studying editing on The Rocketeer and The Rescuers Down Under. After graduating in 1993, she’s worked steadily as a professional actress ever since.

In 2000, Wendy first began working with Funimation as Amick Hendar in Blue Gender, and from there she just kept on going! Her most well-known roles include Ilena in Claymore, Mukuro in Yuyu Hakusho, Miss Merry Christmas in One Piece, and as a “guest star” Popuko in Pop Team Epic! Of course, Wendy’s vocal transformations can be heard in so much more, including My Hero Academia, Overlord, Space Dandy, Fruits Basket, Case Closed, D. Gray Man, Fairy Tail, Sengoku Basara, Prince Adventures, Sgt. Frog, and… well, how much time do you have, because at over 120 titles, this list could go on for a while…

Wendy has also performed in video games such as The Gunstringer, Bloodrayne 2, Spikeout: Battlestreet, and as the enigmatic “Watcher” in Borderlands: The Pre Sequel. She confesses that, while she plays characters in video games… she’s kind of bad at actually playing video games. (^_^;)

Wendy’s passion for acting is matched only by her passion for teaching. For over a decade, she has taught middle school theater, grateful for the opportunity to educate and encourage young actors. She also loves meeting people at conventions, which lets her share her love of acting in person. When not behind the mic or in front of the classroom, Wendy enjoys the outdoors, reading nonfiction, and floral design. She lives in Dallas with her husband, her seven-year-old son, and a menagerie of animal companions: a black Labrador, a white German Shepherd, a bearded dragon, a leopard gecko, and a turtle (named Crusher)."

“Shawn Gann is a proud Filipino-American ADR Voice & Casting Director, Voiceover Artist, and Educator who has voiced roles in My Hero Academia, Dragon Ball Super, Attack on Titan, One Piece, Fruits Basket, Ranking of Kings, Radiant, Ensemble Stars, and many others. His directing credits include Requiem of the Rose King, Aoashi, Shadows House, Buddy Daddies, Radiant, The Legendary Hero is Dead, Horimiya, Fruits Basket, Laid Back Camp, The Apothecary Diaries, Alya Sometimes Hides Her Feelings in Russian, You Are Ms. Servant, and Kaiju No. 8.

He has also been featured in several video games; most notably, for GearBox Software's Borderlands 3 & Tiny Tina's Wonderlands, HoYoverse’s Genshin Impact, and Bandai Namco’s Tales of Luminaria. Recently, he wrapped filming for Amazon's The Dark Places and Firelight Entertainment's synchronized A Midsummer Night's Dream. For most of his career, Shawn has been a theatre maker in Dallas-Fort Worth that has performed on most major stages, started several companies, and has been a producing board/company member with many others; he has also toured Nationally and Internationally as an actor which includes performing in Scotland’s 2019 Festival Fringe in Edinburgh.”
