Hello neighbors,

This is to invite you to the April HAND Board Meeting on Tuesday April 14th at 7PM. We're meeting in person at St Philip Neri Church at 16th & Division. We're in the building in the NW corner of the parking lot. Come in and turn right.

We've got a collection of different topics this month, and I hope something on the agenda catches your attention. We'll be discussing our two upcoming Good Neighbor Agreements (GNA), one with The People's Depot, the other with Multnomah County regarding their Sobering Center (well, we won't be discussing this one so much as designating a negotiating lead), so if you are interested in learning more or getting involved with either of these, come to the meeting or let me know. We'll also be having a follow-up discussion about ideas for repurposing SE Caruthers St. along the railroad tracks, and we'd be interested in your ideas and feedback.

May is when we elect new board members, so if you are interested in running for a seat, please let me know. We'd love to have you join us.

This is to announce the March HAND Board Meeting on Tuesday March 10th at 7PM at St Philip Neri Church at 16th & Division. We meet in the administrative building on the NW corner of the parking lot — enter the door and turn right.
We’ve got a real mix of topics this month — we’ll get an update from Multnomah County on the relocation of their sobering/deflection center from its current location on Burnside to a site just west of the Goodwill on Grand, and we’ll be discussing ideas for how to repurpose the 1 block stub of SE Caruthers that runs between the MLK viaduct and dead ends at SE 7th. This isn’t a fully fleshed out project yet, but we’re exploring ideas for what we might prefer to see there than the derelict RVs that often set up there. We’ll be joined by someone from Depave to help us think through the possibilities. If you have your own ideas, please join us and share them, or send me a message.

HAND Board meeting, Tuesday February 10th at 7PM at St Philip Neri Church at 16th & Division. We’ll be in the building on the NW corner of the parking lot, turn right as you enter.
When the Clinton Triangle TASS shelter was created, it was expected to be in operation for 3 years. This is the third year, and we’ll be discussing what comes next. Or, at least, what we want to come next, because if the shelter is to remain open, someone’s going to have to pay for it.

Hello,

This is your monthly announcement for the HAND board meeting on Tuesday Nov 11 at 7PM at St Philip Neri at 16th & Division. We meet in the building on the NW corner of the parking lot.

It’s feeling very frenetic. The People’s Depot, which we discussed at the last meeting, continues apace, and we’ll be discussing what we want to see in a Good Neighbor Agreement, as well as deciding whether to send a letter asking our state senator/representative to help us slow things down. The Oregonian also reported that City Council is considering cutting the city’s Impact Reduction Program fairly significantly. If they do, it will reduce the city’s ability to attend to their commitments on the Good Neighbor Agreement with the Clinton Triangle shelter site, and will also make it harder for them to help us with any impacts from The People’s Depot should they arise. Therefore, we’ll be discussing a letter asking our D3 reps not to make those cuts, which could get voted on as early as Wednesday. The proposed text of the two letters is below.

Finally, we’ll be hearing from our neighborhood’s NET team — these are the volunteers who will help us in the event of a major emergency such as an earthquake. Two NET members will be telling us a bit about what they do and how to get involved. It’s a really interesting program many of us know nothing about.

This is an announcement for the HAND Board Meeting, Tuesday Oct 14th at 7PM at St Philip Neri Church at 17th & Division. We meet in the admin building on the NW corner of the parking lot. Come in and turn right, and you'll find us.

The big topic this month is a discussion about The People's Depot, the non-profit Bottledrop site that is moving from Buckman to HAND and expanding its operations. We heard a presentation on the project last month, and there was a large public meeting discussing it this past Tuesday, so now is our time to figure out what we should do.

There are a few other items on the agenda, including a presentation about the Central Eastside Tax Increment Financing (TIF) Action Plan, a project that is just winding up and has the potential to impact the part of HAND west of SE 12th.

The Oregon House and Senate passed a law enabling "alternative" can/bottle redemption centers to be set up in Portland (but nowhere else in the state), and the first one will be in HAND. These centers allow folks to redeem up to 350 (or more) individual cans and bottles (as opposed to the green bags that many of us use), will pay cash, and will relieve retail outlets in a 3.5 mile radius from having to accept them for redemption.

The redemption center will be a relocation and expansion of the People's Depot, which has been operating for a couple of years off MLK, under the Morrison Bridge, and is being funded by the Oregon Grocers Association. The facility will be located at 1041 SE Brooklyn St.

If you'd like to learn more, there will be a community meeting on October 7th at 7PM at the Sacred Heart Fellowship Hall at 3850 SE 11th Ave.

This is to announce the next HAND board meeting, Tues September 9, 2025 @ 7PM @ St Philip Neri @ 17th & Division. We meet in the administrative building on the NW corner of the parking lot. The room occasionally changes, but if you turn right after entering, you’ll find us.

The big thing happening in the neighborhood right now is that The People’s Depot, an “alternative BottleDrop”, currently located under the Morrison Bridge, is moving to HAND, just off Powell on 11th (1041-1109 SE Brooklyn St), and expanding its hours of operation. The politics behind this move are complicated (even the governor has weighed in), but these alternative BottleDrop sites have caused some significant problems in other neighborhoods, and we need to figure out how to be prepared to minimize any issues that arise here, including the potential impacts on the Bob Stacey Bridge and the Powell underpass, two of our important pedestrian/bike connections when the trains are there. (And yes, the elevators are broken… again.)

Hank from Portland Solutions (a city office) will join us to explain the situation and answer questions. He has been a great partner in the GNA committee related to the Clinton Triangle TASS, and I expect he will be helpful here as well. We’ll also be discussing the TASS, which is completing its second year of operation, to get a sense of where things are headed from the city’s perspective.
