Florida Case Shows Depth of Payroll Fraud in Construction

Two Orlando contractors, Rene and Juana Escobar, ran a payroll and workers’ compensation fraud scheme for nearly 10 years, exposing construction workers and siphoning millions from insurers and the IRS. Operating Escobar Plastering and related businesses from 2015 to 2024, they hid true payrolls, understated employee headcounts and issued misleading certificates of insurance. Both were sentenced to at least two years in prison and ordered to pay roughly $37 million in restitution for unpaid employment taxes.
