台北市梗文化基金會(以下簡稱 TGCF) 成立於2006年 8月，係一政府與民間共同運作之非營利性機構，結合政府與民間力量，以推動台北市城市藝文發展為使命，並注重文化活動公共性與市民可及性。

2011年起，TGCF積極以藝術推廣與整合資源為主軸，策劃以"有梗"為核心精神之藝術節慶及活動。(本單位為一虛擬組織，僅供《第四屆臺北藝穗節》製作使用，運作至9月11日23：59止)
