Amid mounting tension in the housing sector, Senate Deputy Majority Leader JV Ejercito called on the Department of Human Settlements and Urban Development (DHSUD) to address developer complaints of backlogs and bottlenecks in the approval of housing projects.

Presiding over the hearing of the Senate Committee on Urban Planning, Housing and Resettlement last Wednesday, Ejercito said, “We cannot do it alone; we need the developers to produce socialized housing and other housing needs.”

At issue is Memorandum Circular No. 2025-14, issued by the department last November.

Earlier today, April 22, the Chamber of Real Estate & Builders' Associations, Inc. (CREBA) actively participated in the public hearing on Senate Resolution No. 318 by the Committee on Urban Planning, Housing and Resettlement under the Sub-Committee on the Impact of DHSUD Policy Procedural Changes chaired by Sen. JV Ejercito.

Representing private developers from among the Chamber’s more than 20 chapters nationwide, CREBA National President Noel "Toti" M. Cariño raised pressing concerns regarding DHSUD Memorandum Circular (MC) 2025-014. The group highlighted how the centralization of permits and licensing evaluations has caused unintended bottlenecks and processing delays, hold-off on new project launches, which could further aggravate the country’s pervasive housing backlog.

Among CREBA’s proposals are the introduction of hybrid approval framework restoring regional approvals for standard, low-risk applications, while escalating complex, large-scale projects to the central office to ensure decentralized processing with central oversight.

CREBA was likewise represented by Director Joanna Marie P. Valencia, EVP Dr. Fernando Martinez, Demetrio Posadas and Executive Director Sharmin Albacete.
