Our third PUP Student Leaders’ Summit has come to a powerful clos. Marking another year of unity, courage, and service for every Iskolar ng Bayan.

To the Office of the Student Services (OSS), Office of the Student Regent (OSR), Sentral na Konseho ng Mag-aaral (SKM), Student Council Commission on Elections (SC COMELEC) and the Student Council Commission on Student Organizations and Accreditation (SC COSOA), our campus councils and publication, partners, speakers, facilitators, volunteers, and of course, our incredible delegates, thank you! Your energy, insight, and dedication made this year’s summit not just successful, but truly transformative.

A special appreciation to our esteemed speakers for sharing wisdom that sharpened our awareness and strengthened our resolve to defend academic freedom and uphold students’ rights.

As we close this year’s summit, we carry forward the spirit of collective action, building a PUP community grounded in solidarity, service, and hope.

𝗗𝗔𝗬 𝟮 𝗘𝗩𝗘𝗡𝗧 𝗛𝗜𝗚𝗛𝗟𝗜𝗚𝗛𝗧𝗦 | 𝗣𝗨𝗣 𝗦𝗧𝗨𝗗𝗘𝗡𝗧 𝗟𝗘𝗔𝗗𝗘𝗥𝗦’ 𝗦𝗨𝗠𝗠𝗜𝗧 𝟮𝟬𝟮𝟱

Day 2 of PUP SLS 2025 empowered delegates with insights on youth leadership, student rights, and the importance of academic freedom.

Atty. Renee Co, Representative of the Kabataan Party-List, reminded student leaders that youth and students are at the forefront of defending democratic spaces, highlighting the role of students in resisting repression, red-tagging, and other threats to academic freedom. She urged delegates to educate, mobilize, and remain vigilant in protecting their rights.

Meanwhile, Ms. Queen D. Franada, Director of the Budget Services Office at PUP, clarified key aspects of the Student Council Fund (SCF), including eligibility, budget mechanisms, and campus allocations. She emphasized the importance of transparency, planning, and active student participation in budget proposals to ensure that funds truly benefit student initiatives and publications.

Day 2 reinforced that student leadership is action-oriented, informed, and rooted in service, equipping delegates to carry forward meaningful change in their campuses.

𝗗𝗔𝗬 𝟭 𝗘𝗩𝗘𝗡𝗧 𝗛𝗜𝗚𝗛𝗟𝗜𝗚𝗛𝗧𝗦 | 𝗣𝗨𝗣 𝗦𝗧𝗨𝗗𝗘𝗡𝗧 𝗟𝗘𝗔𝗗𝗘𝗥𝗦’ 𝗦𝗨𝗠𝗠𝗜𝗧 𝟮𝟬𝟮𝟱

Day 1 of PUP SLS 2025 was packed with inspiration, reflection, and critical conversations. Delegates were guided through powerful discussions on academic freedom by Mr. Jonathan Batangan and Prof. Lesley Capus, who emphasized that leadership is rooted in responsibility, awareness, and service to the people.

Open forums allowed student leaders to raise pressing issues, from campus repression, red-tagging, and harassment to transparency and governance challenges. Keynote Speakers shared guidance, ensuring student leaders left with clarity, tools, and motivation to actively defend student rights.

Day 1 was a reminder that student leadership is more than holding a position. It is action, advocacy, and collective impact.

𝗢𝗽𝗲𝗻 𝗙𝗼𝗿𝘂𝗺 𝗛𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀 | 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗮𝗻𝗱 𝗖𝗮𝗺𝗽𝘂𝘀 𝗣𝘂𝗯𝗹𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗙𝘂𝗻𝗱𝘀

Moderated by Ms. Tracy Althea Ramos, Vice President of the PUP Central Student Council, the open forum with Ms. Queen D. Franada, Director of the Budget Services Office, shed light on long-standing questions about the Student Council Fund (SCF). Student leaders raised concerns on who can access the fund, how proposals may be revised, and how campuses can confirm their SCF allocations. They also tackled issues on inconsistent budgeting mechanisms, unclear DBM billing processes, and infrastructure gaps—especially for campuses without proper student council offices.

The discussion emphasized a collective call for clearer guidelines, stronger transparency, and fairer budget distribution to ensure every campus and student council receives the support they need to truly serve their constituents.

𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗮𝗻𝗱 𝗖𝗮𝗺𝗽𝘂𝘀 𝗣𝘂𝗯𝗹𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗙𝘂𝗻𝗱𝘀

In her insightful discussion, Ms. Queen Franada clarified a vital truth: Free Higher Education is not truly “free, it is state-funded. While students do not directly pay tuition, PUP bills the DBM to collect the necessary funds.

She emphasized that budget challenges arise when students are left out of the budget preparation process. Without collective participation, the burden shifts to students simply because they are unaware that these funds can and should be tapped for their needs.

Her message to student councils and publications: Be present in budget planning. Every student-centered initiative should be reflected in your proposals. Climb onto the “budget bus”, because it’s built for the students.

Led by Facilitator Tiffany Brillante, the open forum with Atty. Renee Co (Kabataan Party-List) and Dir. Jimmy M. Fernando (Office of Student Services) tackled urgent questions on our colonial education system, failing grades, and the student councils.

Our speakers emphasized that the struggle is systemic, not individual. Students are not to blame for structural barriers. Even underage learners have democratic rights, and advisers should support, and not control.

Their reminder to the youth: Your voice remains valid. Your organizing remains powerful. And your fight for genuine academic freedom must continue.

In her striking discussion, Atty. Renee Co, Representative of the Kabataan Party-List, affirmed a timeless truth: the youth have always been at the forefront of defending democratic spaces and academic freedom in the Philippines.

She emphasized that students are not merely beneficiaries of education.They are its rightful stakeholders. And when policies, institutions, or forces threaten these rights, it is the youth who rise to question, to challenge, and to stand their ground.

“Academic freedom is not merely a concept. It is a lived struggle, carried by every student who refuses repression and demands accountability.”

Atty. Co highlighted that the youth movement plays a crucial role in resisting red-tagging, campus militarization, and any attempt to suppress dissent. She reminded student leaders that academic freedom thrives when young people remain organized, vigilant, and unapologetically vocal.

For her, the mission is clear: Students must continue leading the fighting, educating, mobilizing, and defending the rights of the people.

"As long as students stand together, academic freedom will never fall silent."

𝗨𝗽𝗵𝗼𝗹𝗱𝗶𝗻𝗴 𝗔𝗰𝗮𝗱𝗲𝗺𝗶𝗰 𝗙𝗿𝗲𝗲𝗱𝗼𝗺, 𝗨𝗽𝗵𝗼𝗹𝗱𝗶𝗻𝗴 𝘁𝗵𝗲 𝗥𝗶𝗴𝗵𝘁 𝘁𝗼 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻

In his powerful session, Prof. Lesley Capus, Course Specialist at the PUP Department of Sociology and Former PUP Central Student Council President 1992–1993, reminded the Students Leaders that academic freedom is not absolute—it demands responsibility. It must always be exercised with thoughtfulness and purpose.

He emphasized that the Philippine educational system remains colonialized, commercialized, repressive, and exclusive, and that the justification for academic freedom does not rest on the comfort of teachers and students, but on its benefit to society.

“Academic freedom is not a gift—it’s a trust. You are scholars OF the people—you are scholars FOR the people.”

Anchored in a lifelong commitment to human rights, environmental justice, and Indigenous Peoples’ rights, Prof. Capus calls every Iskolar ng Bayan to stay rooted in service: Mula sa masa, para sa masa, kasama ang masa.

𝗔𝗰𝗮𝗱𝗲𝗺𝗶𝗰 𝗙𝗿𝗲𝗲𝗱𝗼𝗺 𝗮𝘀 𝗖𝗮𝘁𝗮𝗹𝘆𝘀𝘁 𝗳𝗼𝗿 𝗦𝗼𝗰𝗶𝗮𝗹 𝗖𝗵𝗮𝗻𝗴𝗲

In his session on “Academic Freedom as Catalyst for Social Change,” Mr. Jonathan Batangan, Executive Director of Cebuana Lhuillier Foundation and Former PUP Central Student Council President 1991-1992, highlighted that true power lies not in the tool, but in the thought.

“The act of observing can change the outcome. Consciousness shapes reality. Kung ano ang minamasdan mo, iyon ang nagiging totoo.”

He emphasized that leadership is not about making noise, but creating meaning, and student activism is not about anger, but awakening.

“Thinking ignites conscience, and conscience ignites change. Let me remind you, it is better to light a candle, than curse darkness.”

His words remind every Iskolar ng Bayan that when thought, awareness, and conscience converge, academic freedom becomes a powerful engine for social transformation.

Students Leaders, handa na ba kayo? The PUP Student Leaders’ Summit 2025 is happening TOMORROW!

Anchored on the theme “Uphold Academic Freedom, Uphold Student Rights,” this year’s summit calls every Iskolar ng Bayan to rise, speak, and take action. This is more than a gathering; it’s a movement to defend our spaces, strengthen our leadership, and champion the rights of every student across the PUP community.

Registration begins at 8:00 AM, and the program starts promptly at 9:00 AM, so be sure to arrive early and ready to engage.
