Day 2 of PUP SLS 2025 empowered delegates with insights on youth leadership, student rights, and the importance of academic freedom.

Atty. Renee Co, Representative of the Kabataan Party-List, reminded student leaders that youth and students are at the forefront of defending democratic spaces, highlighting the role of students in resisting repression, red-tagging, and other threats to academic freedom. She urged delegates to educate, mobilize, and remain vigilant in protecting their rights.

Meanwhile, Ms. Queen D. Franada, Director of the Budget Services Office at PUP, clarified key aspects of the Student Council Fund (SCF), including eligibility, budget mechanisms, and campus allocations. She emphasized the importance of transparency, planning, and active student participation in budget proposals to ensure that funds truly benefit student initiatives and publications.

Day 2 reinforced that student leadership is action-oriented, informed, and rooted in service, equipping delegates to carry forward meaningful change in their campuses.

Day 1 of PUP SLS 2025 was packed with inspiration, reflection, and critical conversations. Delegates were guided through powerful discussions on academic freedom by Mr. Jonathan Batangan and Prof. Lesley Capus, who emphasized that leadership is rooted in responsibility, awareness, and service to the people.

Open forums allowed student leaders to raise pressing issues, from campus repression, red-tagging, and harassment to transparency and governance challenges. Keynote Speakers shared guidance, ensuring student leaders left with clarity, tools, and motivation to actively defend student rights.

Day 1 was a reminder that student leadership is more than holding a position. It is action, advocacy, and collective impact.

Student leaders raised concerns on who can access the fund, how proposals may be revised, and how campuses can confirm their SCF allocations. They also tackled issues on inconsistent budgeting mechanisms, unclear DBM billing processes, and infrastructure gapsโ€”especially for campuses without proper student council offices.

In her insightful discussion, Ms. Queen Franada clarified a vital truth: Free Higher Education is not truly โ€œfree, it is state-funded. While students do not directly pay tuition, PUP bills the DBM to collect the necessary funds.

She emphasized that budget challenges arise when students are left out of the budget preparation process. Without collective participation, the burden shifts to students simply because they are unaware that these funds can and should be tapped for their needs.

Her message to student councils and publications: Be present in budget planning. Every student-centered initiative should be reflected in your proposals. Climb onto the โ€œbudget busโ€, because itโ€™s built for the students.

Our speakers emphasized that the struggle is systemic, not individual. Students are not to blame for structural barriers. Even underage learners have democratic rights, and advisers should support, and not control.

โ€œAcademic freedom is not merely a concept. It is a lived struggle, carried by every student who refuses repression and demands accountability.โ€

Atty. Co highlighted that the youth movement plays a crucial role in resisting red-tagging, campus militarization, and any attempt to suppress dissent. She reminded student leaders that academic freedom thrives when young people remain organized, vigilant, and unapologetically vocal.

For her, the mission is clear: Students must continue leading the fighting, educating, mobilizing, and defending the rights of the people.

In his powerful session, Prof. Lesley Capus, Course Specialist at the PUP Department of Sociology and Former PUP Central Student Council President 1992โ€“1993, reminded the Students Leaders that academic freedom is not absoluteโ€”it demands responsibility. It must always be exercised with thoughtfulness and purpose.

He emphasized that the Philippine educational system remains colonialized, commercialized, repressive, and exclusive, and that the justification for academic freedom does not rest on the comfort of teachers and students, but on its benefit to society.

โ€œAcademic freedom is not a giftโ€”itโ€™s a trust. You are scholars OF the peopleโ€”you are scholars FOR the people.โ€

Anchored in a lifelong commitment to human rights, environmental justice, and Indigenous Peoplesโ€™ rights, Prof. Capus calls every Iskolar ng Bayan to stay rooted in service: Mula sa masa, para sa masa, kasama ang masa.

In his session on โ€œAcademic Freedom as Catalyst for Social Change,โ€ Mr. Jonathan Batangan, Executive Director of Cebuana Lhuillier Foundation and Former PUP Central Student Council President 1991-1992, highlighted that true power lies not in the tool, but in the thought.

โ€œThe act of observing can change the outcome. Consciousness shapes reality. Kung ano ang minamasdan mo, iyon ang nagiging totoo.โ€

He emphasized that leadership is not about making noise, but creating meaning, and student activism is not about anger, but awakening.

โ€œThinking ignites conscience, and conscience ignites change. Let me remind you, it is better to light a candle, than curse darkness.โ€

Students Leaders, handa na ba kayo? The PUP Student Leadersโ€™ Summit 2025 is happening TOMORROW!

Anchored on the theme โ€œUphold Academic Freedom, Uphold Student Rights,โ€ this yearโ€™s summit calls every Iskolar ng Bayan to rise, speak, and take action. This is more than a gathering; itโ€™s a movement to defend our spaces, strengthen our leadership, and champion the rights of every student across the PUP community.

Registration begins at 8:00 AM, and the program starts promptly at 9:00 AM, so be sure to arrive early and ready to engage.
