The first day of the Main Plenary Sessions of the 4th Philippine Parks Congress, held on 4 December 2025 at The Mind Museum – Main Plenary Hall, was a day filled with learning, meaningful connections, and collaborative exchange.
Hosted and moderated by Ms. Joana S. Jardenil, Director for Marketing, Contracts, and Systems of JSA, Inc., the sessions officially opened with a keynote address by Ms. Rosella L. Belmonte of Fort Bonifacio Development Corporation. She emphasized the vital link between parks, pathways, and people—highlighting Bonifacio Global City as a model for integrated urban spaces.
The plenary continued with insightful presentations, beginning with Mr. Erwin Kenneth R. Peralta, Vice President for Investment Promotions and Marketing Development of the Bases Conversion and Development Authority, who discussed the ongoing developments and future plans for New Clark City as an emerging hub for sustainable growth and connectivity in Asia.
L. Arch. Irene D. Morales, Special Operations Officer III of the Quezon City Parks Development and Administration Department, shared how global and local best practices—including Colombia’s Green Corridors Program, South Korea’s Cheonggyecheon Restoration, and Quezon City’s Green Lung Network—were integrated into the development of the Elevated Landscape Promenade along Elliptical Road.
Urban greening took center stage with Mr. Lorenz G. Palec, EnP, RPF, MF, CEO of Palec & Amigos Urban Environ Forestry Support Services, who presented the 3-30-300 rule, a guideline for healthier cities. He examined the current state of green spaces in Metro Manila and proposed policy reforms and urban design interventions toward a greener, healthier metropolitan.
Concluding the Main Plenary Sessions, L. Ar. Jose Antonio Bimbao, PhD, of the Philippine Association of Landscape Architects, highlighted active mobility, both walking and cycling, as one of the basis of a healthier city. He underscored the role of parks in improving pedestrian and cyclist experiences and challenged participants to make active mobility more appealing and accessible to all Filipinos.
For the first time, the PPC also featured breakout workshop sessions, facilitated by Ar. Edward Bulario of the United Architects of the Philippines – Fort Bonifacio Chapter, L. Ar. Jose Antonio Bimbao, PhD, and Dr. Engr. Tabassam Raza, Executive Director of the Planning and Development Research Foundation, Inc. These sessions encouraged participants to exchange ideas, engage in deeper discussions, and propose solutions for enriching visitor experiences through accessible, inclusive, and connected public spaces.
