In line with the implementation of the City Government's Drug-Free Workplace Policy, a Drug Dependency Examination (DDE) was conducted among clients found in violation of the said policy.

The examination was administered by CDAPRO Head and DOH Accredited Physician, 𝗗𝗿. 𝗧𝗲𝗼𝗱𝗼𝗿𝗼 𝗙𝗼𝗿𝘁𝗮𝗹𝗲𝘇𝗮, ensuring that the process was carried out in a professional and ethical manner.

Following the examination, 𝗗𝗿. 𝗙𝗼𝗿𝘁𝗮𝗹𝗲𝘇𝗮 recommended the clients for Outpatient Rehabilitation at Balay Silangan, in accordance with the appropriate intervention protocols.

The City Government remains steadfast in its commitment to uphold a drug-free and safe working environment for all.

In line with the City Government of Calbayog's continuing efforts to strengthen community preparedness and enhance local disaster response capacity, a Forecast-Based Anticipatory Action Training on Community-Based DRRM was conducted in Barangay Carmen on April 10–12, 2026, in partnership with the Philippine Red Cross – Western Samar Chapter.

As part of this training, a two-hour mental health session was incorporated to address the psychosocial dimensions of disaster preparedness. The session was requested from the Calbayog City Drug Abuse Prevention & Rehabilitation Office (CDAPRO) through its head, Teodoro U. Fortaleza, M.D., FCAM, whose office's expertise in mental health and rehabilitation programs was recognized as vital to the success of the training.

Dr. Fortaleza endorsed Ms. Monica Tan-Tarrayo, RN, a Mental Health Nurse from CDAPRO, to serve as the resource speaker for the session.

The Psychological First Aid Session " a Guide to Humane Support" was successfully conducted on January 5, 2026, with selected employees of Toyota Calbayog-Samar. The session covered fundamental principles of psychological support, and crisis intervention techniques in workplace settings. Participants were informed of signs of psychological distress, provide immediate emotional support, and facilitate appropriate referrals when necessary.

This session is a component to the compliance with the certification renewal requirements of the Drug-Free Workplace Program.

The activity was led by Mr.. Rubinaire R. Robillos, RMT, the Drug-Free Workplace Program Focal Person, staff of the DTL Division of CDAPRO and Grade 12 interns from Christ the King College who are deployed at CDAPRO.

MAYOR RAYMUND C. UY'S DRUG-FREE WORKPLACE INITIATIVE: WATCHMEN SCREENING DRUG TESTING SUCCESSFULLY COMPLETED .

We are proud to announce the successful completion of the 2-day drug screening testing for all city watchmen personnel, conducted under the direct order of Mayor Uy as part of the ongoing commitment to maintaining a drug-free workplace and ensuring the highest standards of public safety.

Over the past two days, more than 200 active watchmen participated in drug testing conducted by CDAPRO Drug Testing Laboratory, demonstrating their dedication to maintaining the professional excellence expected of those who serve as frontline guardians of the city facilities and public safety.

This initiative directly supports job order renewal procedures and reinforces the administration's unwavering commitment to a healthy, productive, drug-free workplace and safer community. Results are currently being processed, and appropriate follow-up actions will be taken based on the outcomes, including continued support for the employees through available rehabilitation programs when needed.

This successful drug screening initiative represents another milestone in the administration's efforts to build a more professional, trustworthy, and effective city government that puts public safety first while supporting dedicated employees in maintaining the highest standards of service to the community.

As part of the continuous efforts to promote a safe, healthy, and drug-free work environment, the City Drug Abuse Prevention and Rehabilitation Office successfully conducted a Drug-Free Workplace Symposia at PruLab Auto Clinic on July 12, 2025. This initiative is aligned with the national advocacy on the implementation of Drug-Free Workplace Policy and Program as mandated by the Department of Labor and employment and in support of RA 9165 or otherwise known as the Comprehensive Dangerous Drugs Act of 2002

The program featured dynamic and engaging resource speakers. Employees attentively participated in the lectures and interactive discussions, showing eagerness to uphold the values of a drug-free workplace.
