Here's Round 2 of the 𝗖𝗮𝗿𝗮𝗴𝗮 𝗜𝗻𝘁𝗲𝗿-𝗖𝗼𝗹𝗹𝗲𝗴𝗶𝗮𝘁𝗲 𝗛𝘂𝗺𝗮𝗻 𝗥𝗶𝗴𝗵𝘁𝘀 𝗗𝗲𝗯𝗮𝘁𝗲.

Motion: This house would grant local communities and Parent-Teacher Associations (PTAs) binding veto power over local government educational budget allocations.

INFO-SLIDE:

Currently, the allocation of the SEF is governed by the LSB in every municipality, city, and province. The Local School Board is chaired by the local chief executive (Mayor/Governor) and co-chaired by the DepEd Division Superintendent/District Supervisor. While a PTA federation representative technically sits on the board, political power rests with the LGU executive. LGUs often divert educational funds away from pedagogical needs (such as teacher hiring, remedial tutoring under the ARAL program, Tara Basa program, or learning materials) into visible, politically advantageous infrastructure projects (e.g., sports complexes, covered courts, or beautification drives).

Organized by the 𝗖𝗶𝘁𝘆 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗼𝗳 𝗕𝘂𝘁𝘂𝗮𝗻 through the 𝗖𝗶𝘁𝘆 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁 (𝗖𝗘𝗗𝗗) in partnership with the 𝗕𝘂𝘁𝘂𝗮𝗻 𝗖𝗶𝘁𝘆 𝗬𝗼𝘂𝘁𝗵 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 (𝗖𝗬𝗗𝗖), 𝗦𝗮𝗻𝗴𝗴𝘂𝗻𝗶𝗮𝗻𝗴 𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻 (𝗦𝗞) 𝗙𝗲𝗱𝗲𝗿𝗮𝘁𝗶𝗼𝗻, 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗼𝗻 𝗛𝘂𝗺𝗮𝗻 𝗥𝗶𝗴𝗵𝘁𝘀 (𝗖𝗛𝗥), and 𝗙𝗿𝗶𝗲𝗱𝗿𝗶𝗰𝗵 𝗡𝗮𝘂𝗺𝗮𝗻𝗻 𝗙𝗼𝘂𝗻𝗱𝗮𝘁𝗶𝗼𝗻 𝗳𝗼𝗿 𝗙𝗿𝗲𝗲𝗱𝗼𝗺 (𝗙𝗡𝗙) 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀, and hosted by 𝗕𝘂𝘁𝘂𝗮𝗻 𝗜𝗻𝘁𝗲𝗿𝘃𝗮𝗿𝘀𝗶𝘁𝘆.
