THE TANGIER DECLARATION HAS BEEN OFFICIALLY ADOPTED AT .

A unified call from African cities and regional partners to fast-track the shift toward carbon neutrality, climate resilience, and inclusive green development. The Declaration sets out a bold vision for supporting 11 African pilot cities to lead by example, becoming carbon-neutral flagships through targeted technical assistance, capacity building, and financial support.

It champions inclusive green economy policies that prioritize job creation, especially for youth and women, while mobilizing climate finance and advancing innovative public-private partnerships.

It also underscores the need to establish effective monitoring and evaluation frameworks, enhance regional collaboration, and align all efforts with international climate agreements including the Paris Agreement, the Sustainable Development Goals (SDGs), and the African Union’s Agenda 2063.

This milestone moment marks the beginning of a new chapter in Africa’s urban climate leadership, laying the foundation for deeper engagement at WGES 2025 and COP30.

The final sessions of wrapped the forum with a strong focus on inclusivity, local solutions, and future leadership.

The UNDP-led session, “Showcasing Local Solutions for Urban Climate Action,” highlighted successful low-carbon initiatives in Marrakech and beyond, offering replicable blueprints for sustainable urban living.

Meanwhile, the Youth Mentor Roundtable, “Green Leadership in Action,” gave the floor to the next generation of African climate leaders, sharing visions, receiving mentorship, and reinforcing the continent’s long-term commitment to green transformation.

The day concluded with the presentation of the Tangier Declaration, a united call for action by African cities, governments, and partners to accelerate the path toward carbon neutrality and climate resilience.

The first day of featured powerful opening remarks and high-level discussions, led by H.E. Saeed Mohammed Al Tayer, Chairman of the World Green Economy Organization (WGEO), alongside H.E. Leila Benali, Minister of Energy Transition and Sustainable Development of the Kingdom of Morocco; H.E. Omar Moro, President of the Regional Council of Tangier-Tetouan-Al Hoceima; and Mr. Jean Pierre Elong Mbassi, Secretary General of the United Cities and Local Governments of Africa (UCLG-Africa), alongside key government representatives, city leaders, and regional partners.

The agenda unfolded with thought-provoking sessions including The Urgency of Carbon Neutral Cities, Development of Carbon Neutral Cities, Policy and Governance for Green and Inclusive Cities, Financing Net Zero Cities in Africa, Green Industrialization and Job Creation in Cities, Green Partnerships for Inclusive Urban Transformation, and Monitoring and Evaluation of Urban Climate Action. Together, these sessions set the tone for two days of strategic dialogue, spotlighting Africa’s leadership in the climate transition.

Speakers emphasized that building carbon-neutral cities is not a distant vision, it is an urgent imperative. Through inclusive governance, innovative financing mechanisms, and cross-sector collaboration, African cities can become engines of green growth, resilience, and opportunity.
