NEW DELHI: Chief Minister Omar Abdullah today attended the two-day conference on “Financing India’s Journey towards Viksit Bharat”, organised by the Ministry of Finance, Government of India, in New Delhi.
Union Minister for Finance & Corporate Affairs Smt. Nirmala Sitharaman attended the inaugural session of the conference of State Finance Ministers and Finance Secretaries of States and Union Territories with Legislature.
The two-day conference provides a platform for deliberations on financing challenges and policy priorities shaping India’s development journey towards Viksit Bharat, while exploring policy complementarities between the Centre and the States through a combination of academic rigour and practical policy perspectives.
Chief Ministers, Deputy Chief Ministers, Finance Ministers and senior representatives from several States and Union Territories are participating in the conference.
The deliberations are also providing an opportunity to explore clear financial pathways for Jammu & Kashmir, with a focus on macroeconomic growth, agricultural transformation and renewable energy, aimed at advancing sustainable and inclusive development.

Deputy Governor RBI reviews J&K banking; bats for credit push, ULI adoption

SRINAGAR, SEPTEMBER 18: Deputy Governor, Reserve Bank of India (RBI), Rohit Jain, convened a meeting with the Zonal Heads of major banks operating in the Union Territory of Jammu and Kashmir here today.

The Deputy Governor, in his opening remarks, highlighted the important role played by the banks in supporting the economic activity and strengthening the financial inclusion in J&K.

Rohit Jain emphasised the need for banks to maintain adequate banking infrastructure, improve credit delivery and ensure greater outreach of banking services to priority sectors, particularly to underserved sections. He also underscored the importance of coordinated efforts by the banks towards meeting the evolving credit requirements of the UT. He underlined that banks should remain responsive to customer needs in view of importance of customer services and grievance redress. He stressed on the need for greater digitalisation of banking services while highlighting the growing concern around digital frauds.

The Deputy Governor also emphasised the need for banks to increase loan processing through Unified Lending Interface (ULI). He highlighted its potential to transform the credit delivery in a manner similar to the transformation brought about by UPI in digital payments.

Regional Director, RBI, Jammu presented a broad overview of the financial landscape of the UT of J&K, elucidating its economic potential across agriculture, MSMEs, tourism, handicrafts and services. Subsequently, the financial landscape of the UT of J&K, was presented by the Zonal Heads of major banks present in the region. It included banking network, Credit-Deposit ratio, credit flow and Priority Sector Lending besides the progress on onboarding of banks on the Unified Lending Interface (ULI), re-KYC coverage and settlement of unclaimed deposits including special initiatives undertaken by their respective banks for the UT of J&K.

MVD Rajouri steps up enforcement; two showrooms sealed

RAJOURI, SEPTEMBER 18: On the directions of Secretary Transport, Avny Lavasa & Transport commissioner Vishesh Paul Mahajan, the Motor Vehicle Department (MVD) Rajouri conducted an extensive enforcement and inspection drive across the district to ensure compliance with the Motor Vehicles Act and promote road safety.

During the drive, the MVD team, under the supervision of ARTO Rajouri Ashiq Rafiq Malik, checked a total of 120 vehicles and issued 16 challans, imposing a total fine of ₹36,500. The team also recommended suspension of one Driving Licence for violation of traffic rules.

As part of the drive, the MVD team also inspected Pollution under Control Certificate (PUCC) centres and driving schools in Rajouri to verify compliance with prescribed norms and ensure proper functioning of the facilities.

The team further inspected vehicle dealerships and sealed two showrooms, Yamaha and TVS, for operating without the requisite Trade Certificates. The management of the concerned showrooms was directed to apply for the required Trade Certificates and comply with the applicable provisions before resuming such activities.

The enforcement team comprised MVI Lakhvinder Singh Chib, AMVI Nitin Singh and other officials of the Motor Vehicle Department.

The MVD Rajouri reiterated that enforcement and inspection drives will continue to ensure strict compliance with transport regulations and enhance road safety across the district.

Satish Sharma calls for Sustained Push to Football Talent in Jammu & Kashmir

SRINAGAR, SEPTEMBER 18: Minister for Food, Civil Supplies & Consumer Affairs (FS&CA), Information Technology (IT), Youth Services & Sports, and Science & Technology, Satish Sharma, today attended the concluding league-stage match of the Khyber Cement Kashmir Super League 2026, powered by Athwas Retail and Athwas Hyundai, and reiterated the government’s commitment to providing Jammu & Kashmir’s young sporting talent with greater opportunities to compete, excel and build careers in sports.

The Minister was the Chief Guest at the final league-stage fixture between Swift Strikers Rainawari FC and Sanctorum North United FC, witnessing an impressive display of football. Swift Strikers Rainawari FC registered a comprehensive 6–0 victory, thereby securing the fourth and final berth in the play-offs.

With the completion of the league stage, Athwas India XI emerged as the league winners, while the successful teams now advance to the play-off stage to compete for the coveted championship title.

During the event, Satish Sharma interacted with players, team officials and organisers and appreciated their efforts in creating a competitive platform for footballers from Jammu & Kashmir. He said that leagues such as the Kashmir Super League are important in providing young players with sustained match exposure and an opportunity to demonstrate their skills in a competitive environment.

The Minister said that Jammu & Kashmir possesses considerable sporting talent and that the focus of the Youth Services & Sports Department is increasingly on identifying talent at the grassroots level, providing regular competitive exposure and creating pathways for promising sportspersons to progress to higher levels.

He stressed that sporting development cannot be confined to infrastructure alone and must also include regular tournaments, professional coaching, quality competition, talent identification and opportunities for players to gain experience.

Satish Sharma said that football enjoys a particularly strong following among the youth of Jammu & Kashmir, and tournaments of this nature can play an important role in converting that enthusiasm into structured sporting participation and competitive achievement.

He appreciated the participation of local players in the league and said that giving them opportunities to compete before home crowds can contribute significantly to their confidence and development. He also underscored the importance of encouraging youngsters to take up sports as a disciplined pursuit and, wherever their talent permits, as a potential career.

The Minister also acknowledged the contribution of coaches, referees, technical officials, team managements, organisers, sponsors and football supporters towards making the tournament successful. He said that a vibrant sporting ecosystem requires the collective participation of government institutions, sporting bodies, private partners, coaches, athletes and the community.

Highlighting the wider objectives of the government’s sports policy, Satish Sharma said that efforts are being made to strengthen sports infrastructure and expand opportunities for young people across Jammu & Kashmir. He maintained that the emphasis should remain on grassroots development, inclusivity, competitive opportunities and systematic nurturing of sporting talent.

The Minister said that major sporting competitions also provide an opportunity to promote discipline, teamwork, leadership, perseverance and healthy lifestyles among young people. He called upon youngsters to make sports an integral part of their lives and encouraged talented players to remain committed to continuous training and improvement.

The Kashmir Super League has witnessed enthusiastic participation, competitive encounters and growing interest among football lovers, providing local players with an organised platform to compete and gain valuable experience.

Congratulating Athwas India XI on being crowned league winners, Satish Sharma also congratulated Swift Strikers Rainawari FC on securing their play-off berth following their emphatic victory. He extended his best wishes to all the teams entering the knockout phase and expressed hope that the play-offs would produce further exciting and competitive football.

Indian Hockey Teams Set for Asian Games
Challenge, Eye Gold and LA 2028 Qualification

Aichi-Nagoya, Japan: The Indian Men’s and Women’s Hockey Teams are set to begin their respective campaigns at the 20th Asian Games Aichi-Nagoya 2026, with both sides arriving in Japan with a clear objective — to challenge for the gold medal and secure a direct qualification berth for the Los Angeles 2028 Olympic Games.
The hockey competition will be played in Kakamigahara, with the Indian men beginning their campaign on 20 September against Indonesia, while the women will also take the field on the same day against Uzbekistan. The men have been drawn in Pool A alongside Indonesia, South Korea, Japan, Bangladesh and Sri Lanka, while the women are in Pool B alongside Uzbekistan, Indonesia, Thailand, Japan and Singapore.
The Asian Games assume added significance for both teams following their respective campaigns at the FIH Hockey World Cup 2026. The Indian men finished eighth in the World Cup, while the Indian women produced their best World Cup finish in 52 years by securing fifth place. The contrasting outcomes have, however, left both teams with a similar approach heading into the continental showpiece — learn from the World Cup, make the necessary improvements and focus firmly on the task ahead.
For the Indian men, the Asian Games represent an opportunity to defend the gold medal won at the Hangzhou Asian Games in 2023. India’s title defence also carries the additional incentive of direct qualification for the LA 2028 Olympic Games. The team, led by captain Harmanpreet Singh and coached by Craig Fulton, will look to draw on its experience from recent international competition while making a fresh start in Japan.
Fulton has emphasised the importance of converting the lessons from the World Cup into action rather than dwelling on the result.
“These are lessons, and the only way to treat them as lessons learned is to turn that learning into action. That's what we've got to do now. We've discussed everything, gone through everything and highlighted areas needing improvement. At the same time, it's now about action,” said Fulton.
The Indian men also enter the tournament as reigning Asian champions, having won the 2025 Men’s Asia Cup in Rajgir. Their continental pedigree includes four Asian Games gold medals, with their most recent triumph coming in Hangzhou in 2023.
India will open their Pool A campaign against Indonesia on 20 September at 11:30 IST, before facing Sri Lanka on 22 September, South Korea on 24 September, Japan on 26 September and Bangladesh on 28 September.
The Indian women, meanwhile, head into the Asian Games with considerable momentum after a historic fifth-place finish at the FIH Hockey Women’s World Cup 2026 — their best finish at the tournament in more than five decades. The team has also undergone a period of renewed development under Chief Coach Sjoerd Marijne, who returned to the Indian women’s programme earlier this year and was appointed Chief Coach in January 2026.
Led by captain Salima Tete, the Indian women will be aiming to improve on their bronze-medal finish at the 2023 Asian Games and challenge for only their second Asian Games gold medal. The team’s recent World Cup campaign, which included a 2-2 draw against China, has provided further belief ahead of the continental tournament.
Marijne has been keen to ensure that the players acknowledge what they achieved at the World Cup before immediately turning their attention to the next challenge.
“We did something remarkable and historical, but we have to move on to the next tournament… You have to close a chapter before you move to the next one,” said Marijne.
The Chief Coach has also stressed that the World Cup success cannot become a reason for the team to relax, adding, “Success is not guaranteed. You have to fight for it again and give even more.”
India’s women will begin their Pool B campaign against Uzbekistan on 20 September at 07:30 IST, followed by matches against Indonesia on 21 September, Thailand on 23 September, Japan on 25 September and Singapore on 27 September.
While both teams have different recent World Cup experiences, their approach to the Asian Games is centred on the same principle: staying focused on their own game and taking the tournament one match at a time.
For Fulton, that means respecting every opponent by giving the same intensity in every game.
“All respect to whoever we play. The only way to truly respect the opposition is by giving 100%. That's what we've done, and that's what we'll continue to do in all the tournaments,” he said.
Marijne has echoed a similar philosophy with the women, choosing to focus on the team’s own performance rather than the opposition.
“We are really busy with ourselves. What other countries are doing, it doesn't have my interest. We need to do our things really well, and then the outcome can be good,” he said.
With the pool stages scheduled through 28 September, the semi-finals will take place on 30 September. The women’s gold medal match is scheduled for 2 October, followed by the men’s final on 3 October.
As India’s two senior hockey teams begin their campaigns in Aichi-Nagoya, both will look to translate their recent international experiences into performances that can take them deep into the competition. For the men, it is an opportunity to defend their continental crown and create history with a second successive Asian Games gold. For the women, it is a chance to build on their remarkable World Cup campaign and pursue a long-awaited return to the top of the Asian Games podium.
With Olympic qualification at stake, the road to LA 2028 begins in Japan.

GCW Udhampur women lift Boxing trophy

JAMMU, Sept 18: Government College for Women (GCW) Udhampur clinched the overall trophy in the inter-college boxing tournament, which was organised by the
Directorate of Sports and Physical Education, University of Jammu (JU) as part of the annual calendar of activities.
The GCW Udhampur secured highest 11 points out of different bouts decided during the day. Among other prominent present were Roshan Sharma, Sanjeev Jamwal, Jai Bharat, Mohammad Rouf, Amit Sadotra, Dr Neeru Manhas, Ranjitha Langeh and Manpreet Kour.
The bouts were conducted by the technical penal including Harinderpal Singh, Sandeep Singh Chib, Ananya Choudhary, Avneet and Sajjad.

ASMITA MTB Cycling League held

SRINAGAR, Sept 18: The Cycling Association of Jammu and Kashmir (CAJK), under the banner of Cycling Federation of India (CFI), organized ASMITA Khelo India Women’s MTB Cycling League 2026 at the Zabarwan Foothills, Shalimar, here.
The event witnessed an overwhelming response, with more than 300 women cyclists from different districts of the Union Territory of Jammu and Kashmir participating in the competition. The event provided a significant platform for young and emerging women cyclists to showcase their talent and compete at a competitive level.
Aijaz Ahmed Bhatt, SSP Traffic Srinagar, was the chief guest and encouraged the participating cyclists. He appreciated the efforts of the organizers in promoting cycling among women and providing opportunities for young sporting talent.
The event was conducted under the technical supervision of officials from the Cycling Federation of India, including Gurpreet Singh, Kartik Sharma, Dr. Vikesh Kumar and Dr. Akbar, who ensured the smooth and professional conduct of the competition. The organizing team included Om Parkash Sharma, general secretary, CAJK; Mushtaq Ahmed, vice president and Tajinder Singh.

LG Presents Appointment Letters to
Newly Appointed JKPS Officers

SRINAGAR, SEPTEMBER 18: The Lieutenant Governor, Shri Manoj Sinha today handed over appointment letters to 29 newly selected officers of the Jammu Kashmir Police (Gazetted) Service, marking a significant milestone in the Union Territory’s journey towards merit-based governance and strengthened security.

In his address, the Lieutenant Governor emphasized that the appointment letters were not mere documents but carried the extraordinary weight of trust reposed by citizens of Jammu Kashmir. He described the appointment letter as invitations to serve, pledges to safeguard the dignity, security, and future of the people, and symbols of responsibility entrusted to the officers.

Congratulating the newly appointed officers, the Lieutenant Governor lauded their perseverance in overcoming an intense and transparent selection process conducted by the Jammu Kashmir Public Service Commission (JKPSC). He commended the Commission for upholding fairness, impartiality, and credibility and establishing a new legacy of employment through merit since 2019. He recalled how, for the first time, even children of ordinary families such as vegetable vendors, labourers, were able to secure government jobs purely on the basis of talent and hard work.

The Lieutenant Governor reminded the newly appointed officers that their journey had only begun. Their mission, he said, was not personal success but service to the people, protection of citizens, and upholding the rule of law. He underlined the evolving nature of challenges, including terrorism, radicalisation, and new methods of terror financing through cryptocurrency and money laundering. He urged the officers to act as sentinels of both Jammu Kashmir and the nation.

“After your training, when you wear the khaki uniform, you will stand as a protective shield between the terrorist forces and organisations across the border and the ordinary citizens of Jammu Kashmir. You will be the guardians of the dreams of every citizen, and this is no small responsibility. I believe that protecting every citizen is one of the greatest responsibilities that any democracy can entrust to its officers. My expectation of you is that you will ensure a fear-free environment for every citizen,” he said.

Highlighting the ethos of the Jammu Kashmir Police, the Lieutenant Governor praised the devotion, sacrifice, and courage of senior officers who have safeguarded peace and harmony over decades. He urged the newly appointed officers to combine authority with compassion, uphold communal harmony, and protect the rights of the most vulnerable. Reiterating the guiding principle- “Do not harass the innocent; do not spare the guilty”- he called upon them to wear the khaki uniform with pride, but keep their conscience closer to their hearts.

“You will possess authority, and you must combine that authority with the values of compassion so that human sensitivity remains an essential part of all your actions. You must resolve that, regardless of how difficult circumstances may become, you will choose integrity and duty. Always remember that the respect commanded by the uniform depends on the honesty, courage and conduct of the officers who wear it.

Move forward with honesty, courage and humility. Along with your appointment letters, I have today entrusted you with the hopes, dreams and faith of the people. I expect you to honour this responsibility with unwavering resolve and to use your authority in the cause of justice,” the Lieutenant Governor said.

Shri Atal Dulloo, Chief Secretary; Shri Nalin Prabhat, DGP; Shri Chandraker Bharti, Principal Secretary, Home Department; Shri M Raju, Commissioner Secretary, General Administration Department, and senior officials of Police and Civil administration attended the ceremony.
