The Integrated Child Development Services (ICDS) Scheme is a central Scheme under the Ministry of Women and Child Development, Government of India, which aims at the overall development of the children under six years, through anganwadi centres. It provides supplementary nutrition and referral health services to children under six years and pregnant women and lactating mothers and also to the teen

age girls. It also provides pre school education to the 3-6 year old children. Started in 1975 in 33 blocks in an experimental basis, it has now expanded to --- blocks in the country. Nearly 10 lakhs anganwadi centres function all over the country. The anganwadi workers and Helpers are grass root level workers who impart these services to the poor and downtrodden. But the government does not recognise them as workers but call them ‘voluntary social workers” and give them a pittance in the name of ‘honorarium.’

The All India Federation of Anganwadi Workers and Helpers (AIFAWH) was formed by the Centre of Indian Trade Unions (CITU) in a national convention in Delhi in 1989. Its first conference was held in Udaipur in Rajasthan in 1991 with Vimal Ranadive as President, Bhabatosh Roy as Working President and Neelima Maitra as the General Secretary. Subsequent conferences were held in Calcutta in 1994, Bhopal in 1998, Puri in 2002, Bangalore in 2005 and the sixth conference in Chandigarh in 2009. During these twenty years, AIFAWH has led several militant struggles on the demands of anganwadi employees; it has also been consistently fighting for the universalisation of ICDS and for its effective implementation. It has been making efforts to rally the support of the beneficiaries of ICDS – the lakhs of women and children belonging to poor peasants’, agricultural workers’, unorganised sector workers’ families in this struggle. On two occasions it has collected crores of signatures from the beneficiaries all over the country on a memorandum to the Prime Minister against privatisation of ICDS and improvement in the conditions of the anganwadi employees. It regularly publishes booklets and leaflets and conducts campaigns on ICDS and anganwadi employees. The sustained campaigns and struggles led by AIFAWH and its affiliated unions in different states have not only helped in achieving some benefits for the anganwadi employees, they have created self confidence among these lakhs of women workers, most of them working in the villages, hills and urban slums. They have also led to increasing awareness about the importance of ICDS in ensuring the right to food, education and health of the children below 6 years. Today, AIFAWH has units in 23 states in the country across Jammu and Kashmir to Kerala and Tripura to Punjab. Members of AIFAWH actively participate in the joint trade union campaigns and struggles, for the improvement of the conditions of the workers in different sectors, of the agricultural workers, peasants and women.

सीटू के आह्वान पर देशव्यापी आंदोलन में शामिल हों!
साथियो,
देश की मोदी सरकार लगातार मेहनतकश जनता, महिलाओं, कर्मचारियों और स्कीम वर्करों के अधिकारों पर हमला कर रही है। श्रम कानूनों को खत्म करके लाए गए चार लेबर कोड मजदूर वर्ग के संघर्षों से हासिल अधिकारों को छीनने की साजिश हैं। यह कॉरपोरेट घरानों को फायदा पहुँचाने और मेहनतकशों को गुलामी की ओर धकेलने का कदम है।
आंगनवाड़ी वर्कर्स और हेल्पर्स 50वर्षों से देश के बच्चों, गर्भवती महिलाओं और माताओं की सेवा कर रही हैं। लेकिन सरकार हमारे काम को सम्मान देने के बजाय लगातार शोषण बढ़ा रही है। कम मानदेय, बढ़ता काम का बोझ, मोबाइल ऐप और ऑनलाइन रिपोर्टिंग का दबाव, रिटायरमेंट पर सामाजिक सुरक्षा का अभाव — यही सरकार की “महिला सम्मान” की सच्चाई है।
हम पूछना चाहते हैं —
क्या देश की पोषण और बाल विकास योजनाएँ चलाने वाली आंगनवाड़ी वर्कर्स और हेल्पर्स को मजदूर का दर्जा नहीं मिलना चाहिए?
क्या हमें न्यूनतम वेतन, पेंशन, ईएसआई और सामाजिक सुरक्षा का अधिकार नहीं है?
✊🏼 हमारी प्रमुख मांगें:
🔴 लेबर कोड वापस लो!
🔴 आंगनवाड़ी वर्कर्स और हेल्पर्स को कर्मचारी का दर्जा दो!
🔴 न्यूनतम वेतन लागू करो!
🔴 ₹26,000 वेतन और सामाजिक सुरक्षा सुनिश्चित करो!
🔴 अतिरिक्त काम का बोझ बंद करो!
🔴 रिटायरमेंट पर पेंशन और ग्रेच्युटी लागू करो!
🔴 ICDS का निजीकरण बंद करो!
साथियो,
अब चुप रहने का समय नहीं है।
अपने अधिकारों, सम्मान और भविष्य की रक्षा के लिए
12 मई के देशव्यापी आंदोलन को सफल बनाएं।

Tripura Anganwadi workers and helpers union staged ' gana abasthan' on 3rd may for immediate sanction and release of gratuity as per order of Division bench of Tripura high court . other urgent demands were regularisation of workers and helpers,withdrawal of FRS etc.Nearing 300 union members from 15.subdivisions participated in the programme. A large number of members of working women coordination committee and AIDWA also were present in the dharna programme in support of their demands.Though it was a rainy day,the workers and helpers attended the programme in Paradise Chowmuhany ignoring all these natural calamities..and travelling hundreds kilometres from distant hilly areas.

Congratulations and revolutionary greetings to Gujarat's CITU and the Gujarat Anganwadi Organization

The Supreme Court has admitted the petition filed by the Gujarat Anganwadi Union unit—affiliated with CITU and AIFAWH—while dismissing the petitions submitted by union leaders from all other states, including those filed by leaders Savitri Chaudhary, Sushila Khatri, Ranjana Rana, Anju Mandal, and Bal Mukund Sinha.

The Supreme Court rejected the petitions filed by leaders of five Anganwadi unions from other states, declining even to admit them for consideration. However, the petition submitted by the Gujarat Anganwadi Organization—affiliated with CITU (Centre of Indian Trade Unions) and AIFAWH (All India Anganwadi Sevika Sahayika Federation)—was admitted.
Further proceedings regarding this matter will now ensue; notably, the legal battle concerning *Gratuity benefits* had also previously been won by the union affiliated with CITU and AIFAWH.

AIFAWH pays respectful homage to Comrade Neelima Maitra, its founder General Secretary and former President on the occasion of her second death anniversary.
She was a member of the working committee of CITU and a leader of working women in West Bengal.
Her life is an inspiration to generations of workers throughout the country.
Long live Comrade Neelima Maitra!
