A crucial meeting of the real stakeholders of the Jammu & Kashmir Football Association (JKFA) was held today at Sopore, wherein representatives from almost all District Football Associations (DFAs) and Zonal Football Associations (ZFAs) of the Kashmir Valley participated.

The meeting was convened with the objective of removing all hurdles in the smooth functioning of JKFA and ensuring the conduct of the long-awaited elections in a transparent and democratic manner.

During the meeting, all elected representatives of the DFAs and ZFAs unanimously expressed serious concern over certain individuals who have stalled football activities and delayed the JKFA elections through various court cases. The representatives, speaking in one voice, demanded that all such cases filed against JKFA be withdrawn immediately in the larger interest of football in Jammu & Kashmir.

The stakeholders collectively gave a deadline of 10 to 15 days to all concerned persons to withdraw the court cases so that the smooth functioning of JKFA and the election process can move forward without further delay.

The meeting also unanimously appealed to the All India Football Federation (AIFF) to send observers for the forthcoming JKFA elections to ensure complete transparency and fairness in the electoral process.

A Coordination Committee comprising senior football representatives was also constituted to oversee and coordinate matters related to the elections and football activities. The committee will be headed by:

• Mr. Gulzar Ahmad – President, DFA Zone Pattan
• Mr. Mohammad Amin Malik – President, DFA Anantnag
• Mr. Noor Mohammad – Secretary, DFA Zone Sopore
• Mr. Firdous Ahmad – President, DFA Zone Handwara
• Mr. Irshad Ahmad – President, DFA Bandipora
• Mr. Asim Aijaz – President, DFA Zone Sonawari (Media & Communications Incharge)

The stakeholders reiterated that they are fully prepared to conduct elections on the principle of “One Vote, One Club” in a free, fair, and democratic atmosphere.

Furthermore, a committee was constituted to coordinate with the AIFF regarding the alignment of the JKFA Constitution with the AIFF Constitution, the National Sports Code, and the guidelines laid down by the Hon’ble Supreme Court of India.

The stakeholders reaffirmed their collective commitment towards the revival, development, and democratic functioning of football in Jammu & Kashmir.

It was also unanimously resolved that the stakeholders from the Jammu division will be approached and supported in the same manner, as they too are suffering due to the interference of non-footballing elements and third parties in football affairs.

Statement

Stakeholders of football in Jammu & Kashmir have formally urged Shri Manoj Sinha, Hon’ble Lieutenant Governor of the Union Territory of J&K, Shri Omar Abdullah, Hon’ble Chief Minister, and Shri Satish Sharma, Hon’ble Sports Minister, to undertake an immediate and thorough review of the reasons behind the inordinate delay in conducting elections of the Jammu and Kashmir Football Association, which have remained pending since 2022.

This situation gives rise to a pressing and unavoidable question:
Who is impeding the electoral process of the JKFA? Who stands to gain from this prolonged stagnation, and who, in effect, has assumed control of the Association in the absence of a democratically elected body?

It is pertinent to underscore that elections of the District Football Association Srinagar, along with several other District and Zonal Football Associations (DFAs and ZFAs), were duly conducted in 2022 for a four-year term. Despite the completion of their tenure—and in the absence of any Grant-in-Aid support—these bodies have continued to sustain football activities within their respective jurisdictions through limited resources and an unwavering commitment to the development of the sport.

During this extended period of administrative uncertainty, several serious concerns have emerged:

Not a single league has been officially sanctioned by the All India Football Federation.

The prestigious Srinagar Premier League, which was required to be conducted through the CMS-CRS Portal for official recognition, has not been organized in accordance with the prescribed framework.

No State Championship has been held during this period, significantly undermining player development and competitive exposure.

The selection of players and officials for National Football Championships has been delegated to a third-party agency, despite this being the exclusive constitutional mandate of the Association.

Collectively, these developments point toward a systematic and deliberate attempt by certain vested interests—now increasingly coming to light—to obstruct the democratic process and retain undue control over football administration in Jammu & Kashmir.

In light of the above, we strongly call upon all bona fide stakeholders of football—including DFAs, ZFAs, and eligible Associate Members—to come together and ensure that elections are conducted in a free, fair, and transparent manner, strictly in compliance with the directives of the Hon’ble Supreme Court and the provisions of the revised AIFF Constitution.

With the tenure of all DFAs and ZFAs now concluded, there remains no legitimate justification for any further delay.

We reiterate our earnest appeal to the aforementioned authorities to take immediate and decisive steps to facilitate and ensure the conduct of JKFA elections, thereby restoring democratic governance, transparency, and accountability in football administration across Jammu & Kashmir.

The football fraternity of the region now looks forward with both hope and urgency to the conduct of these long-overdue elections, without any further delay.
