Why the postponement? Additional clarification is needed to clearly identify the businesses concerned and to ensure a smoother implementation of the scheme.

The PPWR is the new European regulation on packaging and packaging waste.

Its aim is to reduce the environmental impact of packaging by promoting:
♻️ recyclability
🔄 reuse and refilling
📉 a reduction in over-packaging
🧴 the use of recycled materials
🏷️ more harmonised sorting guidelines across Europe

📅 Key point: the regulation will come into force on 12 August 2026.
🎯 2030 target: all packaging placed on the European market must be designed to be recyclable.

The PPWR covers all types of packaging: plastic, cardboard, paper, glass, metal, wood or composite materials, whether for household, commercial, industrial or e-commerce use.
A major transformation for the entire packaging value chain.

♻️ In France, around 70% of household packaging waste is recycled.

However, this average masks significant differences: glass and paper/cardboard achieve strong recycling rates, while plastics remain at around 30%.

To accelerate the transition to a circular economy, recycling alone is not enough. Action must be taken from the very beginning of the value chain: material selection, source reduction, reuse, packaging design, transportation, and end-of-life management.

Whilst the sector is making good progress, several clarifications are still awaited regarding the responsibilities of the various stakeholders and the operational details of the scheme.

👉 This extra time should be used to prepare: identify your packaging, understand your role in the chain of responsibility, and organise your data collection.

✅ One thing remains unchanged: the ambitions regarding recycling, reuse and the circular economy remain at the heart of the reform.
