"Eric Mathews was a top CIA agent. Now he's on his own. He makes the rules. And nobody gets in his way. But he's about to meet the toughest opponent of his life - and she's a woman. She's the Retaliator.
Mathews is hired as a freelance agent by his old employers - the CIA. They're desperate for his help in a middle-east hostage crisis. Mathews attacks with his group of mercenaries, and the terrorists start praying. The hostages are rescued, the terrorists are blown to bits. Except for one - she's captured, and shipped to the States. Later, Mathews learns that the CIA is keeping her hidden - even from him. He has no idea that she's undergoing an operation that will give her awesome strength, that will make her thrive on pain... an operation that will make her America's most powerful killing machine.
The operation is a success, and the female terrorist, now America's secret 'robot', destroys a whole camp of her terrorist friends. But then something goes wrong - she remembers who she was. And now she wants revenge.
As Mathews tries to discover what's happened, he encounters a growing wake of corpses. When he learns what the government has created, he knows that he's the only one who might be able to crush her. Soon, his obsession with the Retaliator is as deadly as the robot itself. He has to stop her and if he has to die trying, then he'll die trying - but the Retaliator will be stopped..."
