It's been a while since I've made one of these, but these are what is called a passive crossover network and are used for separation of frequencies to send to the right speakers. This is a 3 way crossover with attenuation to match the speaker outputs.
The origional powered amplifier modules from these mackie speakers are renowned for popping and this modification will enable these to be run directly from an external amplifier. All that black goo is an adhesive to keep all those bits stuck to the board and not rattle off.
