It’s a principle I come back to time and again, and one that has shaped the way we operate at Convention of States. We take action, learn from the challenges we face, and use those lessons to sharpen our strategy for the next fight.
And our next fight is coming fast. We’re just weeks away from the midterm elections and two months away from legislative season, when dozens of states will introduce the COS Resolution and begin voting on a measure that could change the course of our nation.
That makes this the perfect time to look back at the pivotal battles of previous years—not to dwell on what went wrong, but to identify the lessons that could give us a decisive advantage over our opposition in 2027.
One setback, in particular, still stands out. It was a bitter defeat. But the lessons we learned could make all the difference in the year ahead.
Our activists were on the ground in Montana, preparing for what we expected to be the final hurdle to securing our next passed state: a third and final vote on the Senate floor. Just one day earlier, the COS Resolution had passed its second vote by a narrow 26–24 margin, with two Democrats joining twenty-four Republicans in support.
Everything pointed toward a victory. After all, the third reading typically produces the same result as the second.
But then, at the eleventh hour, everything changed.
Common Cause funded a massive text-message campaign urging Montana voters to contact their Senators and demand a NO vote on the COS Resolution.
The pressure worked. One Senator flipped her vote, and our effort in Montana was defeated for the year.
But here’s what our opponents failed to understand, Rick.
That defeat taught us something valuable. We now know what tactics to anticipate, where we’re vulnerable, and how to prepare for the next session. And we’re putting those lessons to work to make our 2027 campaign stronger than ever.
Instead of sitting back on our heels, we put our heads together and created our “Guaranteed Response System.” This method for mobilizing support enables us to strategically ensure that we are able to precisely mobilize the exact number of phone calls and emails needed from a specific state house district.
That means that when we know a legislator is on the fence, we can mobilize our Guaranteed Response System to ensure that legislator’s constituents flood his or her office with enough phone calls to drown out any opposition.
This level of precise mobilization is a powerful weapon, but due to its sophistication, it requires a sizable financial investment. And this is just one of the possible tools in our arsenal that we can leverage, as needed, to bring home critical victories.
