Mr Ong Kok Wee, Assistant Chief Executive (Policy and Corporate Development) of , led the Singapore delegation to the 6th ASEAN-US Cyber Dialogue, held on the sidelines of the Singapore International Cyber Week 2025 ( ). The meeting, co-chaired by the United States (US) and Cambodia, discussed key areas of cybersecurity cooperation between ASEAN and US, including capacity building, combatting online scams and public-private partnerships.

During the meeting, the Singapore delegation spoke about our cybersecurity threat landscape, the work of the ASEAN Regional CERT housed at the ASEAN-Singapore Cybersecurity Centre of Excellence (ASCCE) and Singapore’s international cooperation efforts in combatting online scams, including capacity building efforts under our role as the Voluntary Lead Shepherd for Cybercrime and Online Scams at the ASEAN Senior Officials Meeting on Transnational Crime.

Singapore remains committed to working together with all ASEAN Member States and the US towards a safer and more secure regional cybersecurity architecture.

and New Zealand came together to hold the Singapore-New Zealand Cyber Exchange on the sidelines of Singapore International Cyber Week ( ). The Cyber Exchange discussed key cybersecurity policy issues such as Critical Information Infrastructure (CII) protection and national security risks associated with critical and emerging technologies. Earlier this month, Singapore and New Zealand commemorated 60 years of strong diplomatic relations, and elevated our bilateral relationship to a Comprehensive Strategic Partnership. We are honoured to host this Exchange, which reaffirms our shared commitment to building a safe and secure digital future.

The Exchange was co-chaired by Mr Ong Kok Wee, ’s Assistant Chief Executive (Policy and Corporate Development) from Singapore, and co-leads Dr Emma Bickerstaffe, Director, Cyber Defence Operations, National Cyber Security Centre (NCSC), and Ms Halia Haddad, Policy Manager, National Security Resilience Group, Department of the Prime Minister and Cabinet (DPMC) from New Zealand. Representatives from New Zealand’s NCSC, DPMC and the Ministry of Foreign Affairs and Trade participated in the discussion, alongside Singapore’s representatives from operational, technical, and policy divisions in CSA.

CSA looks forward to further deepening our collaboration with New Zealand in building a safer and more secure cyberspace.

Singapore and the Republic of Korea (ROK) came together for the inaugural Singapore-ROK Cyber Dialogue. Held on the sidelines of Singapore International Cyber Week 2025 ( ), the two parties exchanged views on the cyber threat landscape, ecosystem development, Internet of Things (IoT) security, and international cyber cooperation. Singapore is pleased to have hosted this Dialogue as our two countries commemorate 50 years of diplomatic relations.

The Dialogue was co-chaired by Mr Chua Kuan Seah, ’s Deputy Chief Executive (Development), and Mr Lee Taewoo, the ROK’s Ambassador for International Cyber Cooperation. Representatives from the ROK’s Ministry of Foreign Affairs and National Cyber Security Centre participated in the discussion alongside Singapore’s representatives from operational, technical, and policy divisions in CSA.

CSA looks forward to working closely with our Korean counterparts towards a safer and more secure cyberspace.

The 5th Counter Ransomware Initiative (CRI) Summit, held in conjunction with the , brought together 74 CRI member states and supporting organisations to strengthen global collaboration against ransomware threats, and for the first time this year, involvement from the private sector.

Mrs Josephine Teo, Minister for Digital Development and Information and Minister-in-Charge of Cybersecurity and the Smart Nation Group, underscored that ransomware now has a thriving transnational ecosystem, with criminals being increasingly hard to track.

Mrs Teo shared three key messages:

- Ransomware is a grave and escalating threat that demands urgent, coordinated international action.

- The international community must band together to combat ransomware through intelligence sharing, operational collaboration, and sharing of best practices.

- The CRI must remain effective as it grows, focusing on dismantling criminal operations, addressing practical challenges, and staying nimble in response to evolving threats.

At the end of the Summit, the CRI members issued a Summary, reaffirming their joint commitment to build collective resilience against ransomware threats. CRI members also endorsed a “Guidance for Organisations to Build Supply Chain Resilience Against Ransomware” to help organisations develop an approach to improve their supply chain security posture against ransomware attacks.

At the Singapore International Cyber Week 2025 ( ), policymakers, industry leaders, and technical experts from around the world came together to discuss how we can secure not only the future of ArtificiaI Intelligence (AI), but our future with AI.

The AI Security Roundtable, co-organised by , the United Kingdom (UK) Department for Science, Innovation and Technology (DSIT), and Google, convened over 50 delegates from more than 20 organisations across government, industry, and civil society.

This closed-door dialogue explored how we can:

•Supercharge cybersecurity with AI while ensuring AI systems themselves are secure.
•Strengthen public-private partnerships to address shared challenges such as AI-enabled threats and deepfakes.
•Advance secure and responsible innovation to build trust and confidence in AI, so that society can harness its full potential.

Participants raised three areas to pursue further in AI security:

•Understanding and securing digital identities in an era of autonomous agents.
•Building a robust evaluation and testing ecosystem to support secure AI development and deployment.
•Embedding meaningful human oversight in AI governance and operations.

As AI becomes increasingly integrated into our digital infrastructure, one message was clear: No single actor can secure the AI future alone. Collaboration between governments, industry, and society will be critical to build trust and resilience in this new era.

At the High-Level Panel: Securing Tomorrow, Today – Bridging Awareness to Action through Quantum Readiness, Mr Chua Kuan Seah, Deputy Commissioner of Cybersecurity and Chief Executive (Development) of spoke about the importance of identifying challenges early, building confidence, and ensuring readiness to scale when migration becomes more critical in his opening remarks. To support organisations in their preparation, CSA has developed two initiatives: the Quantum Safe Handbook and the Quantum Readiness Index, to bridge the gap between awareness and action. Public consultation on both documents is now open and will run until 31 December 2025: https://www.csa.gov.sg/resources/publications/quantum-safe-handbook-and-quantum-readiness-index/

During the panel discussion, Dr Colin Soutar, Dr Vikram Sharma, Mr Michael Osborne, Dr Tan Teik Guan and Dr Ong Chen Hui discussed the need for organisations to start the quantum-safe migration journey, adopting a risk-based approach to guide subsequent implementation. Organisations should focus on high-impact systems, integrating quantum-safe considerations with existing technology refresh cycles and measuring success through overall risk management. For quantum-safe initiatives to be sustained, organisations ought to track and measure their quantum-safe readiness, integrating quantum-safe measures into business priorities and goals.

At the High-Level Panel on Diplomacy, Dr Vivian Balakrishnan, Minister for Foreign Affairs, said in his opening address, “Cyberspace has become a borderless fabric that enables us to observe, to communicate, to mobilise, and to transact at scale and at a speed which is unprecedented.”

Dr Balakrishnan focused on three key messages:

1. Cybersecurity has become yet another domain of the global commons —areas that transcend borders, presenting issues and problems which are beyond the aegis of a single actor or single state to control or to deal with.

2. We need a multilateral approach. The United Nations (UN) serves as the multilateral body that encompasses all state actors and increasingly also non-governmental organisations (NGOs), providing a voice and a forum for civic discourse while representing views from across the broad spectrum of society.

3. Capacity building is essential. Cybersecurity is only as strong as its weakest link — it is essential for small states to have access to capacity building programmes and have a voice on global fora on developing digital governance, building cyber resilience against malicious actors and access to tools to effectively navigate digital transformation.

As accelerating advances in AI, quantum computing and the Internet of Things (IoT) dramatically reshape our landscape, governance frameworks must adapt accordingly. remains committed to working closely with international partners and stakeholders to preserve international peace and security in cyberspace.

At 's Global Cybersecurity Labelling Initiative (GCLI) Joint Statement Ceremony, and GCLI members reaffirmed their commitment to promoting a trusted global ecosystem of connected devices.

The GCLI is a multilateral cooperation forum that supports harmonised security requirements for consumer Internet of Things (IoT) products — helping to protect users, support innovation, and strengthen digital resilience across borders.

Participating members include authorities from Singapore, Germany, South Korea, Japan, Australia, Canada, the United Kingdom, Hungary, Finland, Brunei, and the United Arab Emirates.

The GCLI builds on existing momentum in global IoT security and aims to enhance international efficiency and scalability in securing IoT supply chains and connected technologies.

At , Singapore and the United Kingdom (UK) signed a Memorandum of Understanding (MoU) for cooperation in consumer Internet of Things (IoT) cybersecurity regimes.

Mr David Koh, Commissioner of Cybersecurity and Chief Executive of , witnessed the signing of the MoU between Mr Rodney Tan, Director of the Cybersecurity Engineering Centre at , and Mr Andrew Elliot, Deputy Director for Cyber Security for Innovation and Skills at the Department for Science, Innovation and Technology. The MoU will take effect on 1 January 2026.

Under the MoU:
🔹 Smart consumer products with the CLS(IoT) label will be deemed compliant with the UK’s Product Security and Telecommunication Infrastructure (PSTI) Act
🔹 Products compliant with the PSTI Act can apply more easily for CLS(IoT) Level 1
🔹 This applies to smart devices used by consumers such as smart home assistants, home automation and alarm systems, IoT hubs, and more

The UK joins Finland, Germany, and South Korea as the fourth nation holding such an arrangement with Singapore. As of October 2025, CSA has received applications for over 950 products, with more than 800 awarded the CLS(IoT) label.
