🚨 BREAKING | The Pact Moves Into Action.

We are entering the implementation phase.

Under the framework of the Interregional South–South Pact for Sovereignty through Solutions, the Africa Climate Action Initiative (ACAI) and SkyQuest Group / SUSTECH Bank have signed a Memorandum of Understanding to structure and deploy climate solutions at scale across Africa.

This is not a statement of intent.

It establishes:

• A dedicated climate financing mechanism
• A joint technical working group
• A Pan-African climate technology platform
• A phased rollout across several African countries

We are moving from vision to operational architecture.

The Pact is now entering a structured implementation phase.

Souveraineté par les solutions : un choix politique

Face aux crises climatiques, alimentaires, foncières et énergétiques, les pays du Sud ne manquent ni d’idées ni de savoirs. Ce qui fait défaut, c’est un cadre structuré pour concevoir, financer et gouverner leurs propres solutions.

Le Pacte interrégional repose sur un principe clair : la souveraineté par les solutions, portée par les pays du Sud eux-mêmes, et inscrite dans les cadres internationaux existants. Ce n’est pas une alternative à la coopération internationale. C’est une reprise de leadership.

Sovereignty through solutions: a political choice
In the face of climate, food, land and energy crises, countries of the Global South do not lack ideas or knowledge.
What is missing is a structured framework to design, finance and govern their own solutions.
The Interregional Pact is built on a clear principle:
sovereignty through solutions, led by Global South countries themselves and anchored within existing international frameworks.
This is not an alternative to international cooperation.
It is a reclaiming of leadership.

This morning, we officially opened the Dialogue of Global South CSOs for Climate Sovereignty and Resilience.
Around 45 civil society representatives from Africa, Latin America, the Caribbean, and South Asia are gathered here to build a shared strategic position ahead of COP30.

In his opening remarks, Kwadwo Kyei Yamoah, Executive Director of HELP Foundation Africa, delivered a message that resonated across regions and movements:

« Today, we say loud and clear: Nothing for us without us.
We demand a permanent seat for South-South civil society in the UNFCCC’s decision-making processes. »

He called for a deep and urgent restructuring of climate finance:
« We call for climate finance to be transparent, equitable, and directly accessible to communities. »
And he reaffirmed the right of our peoples to shape their own ecological futures:
« Ecological sovereignty is our right to choose our development model, to protect our resources, to value our knowledge, and to chart our own course toward carbon neutrality. »

This Dialogue opens on three foundations:
- Ecological sovereignty as a political right
- Climate justice and direct access for communities
- South–South solidarity as a shared strategy

We move forward together, to ensure that the
Pact for Sovereignty through Solutions becomes a meaningful outcome of COP30.

With their insularity and vulnerability to disasters, the Caribbean carries a vital voice among the 5 continents united.
They call for:
✔ Recognition of SIDS as global climate emergency zones
✔ Cancellation of climate debt inherited from colonialism
✔ Direct financing adapted to community-based solutions
Alongside Africa, Latin America, South Asia, and the Pacific, the Caribbean reminds the world that the climate crisis is a matter of survival.

On September 5, 2025, the Steering Committee obtained an agreement in principle from Mr. Davy Onomori, Special Climate Advisor to the President of the Republic and Permanent Secretary of the Gabon National Climate Council (Conseil National Climat - Gabon).
This agreement marks a key milestone: the CNC recognizes the relevance of the initiative and has expressed its willingness to work toward its formalization. To move forward, a focal point has been designated to collaborate with us in drafting a Memorandum of Understanding that will seal this strategic partnership.
An important step that demonstrates Gabon’s commitment to strengthening its engagement in continental climate efforts.
